Republican Jane Harmon, the ranking member of the House Intelligence Committee, noted in a CNN interview on Thursday evening that, in speaking of "one community", Tenet was effectively confirming that the Pentagon-Cheney channel, that provided a much more alarmist view of Saddam's capabilities, may well have been at work But if Cheney felt displeased by Tenet's performance, things only got worse - much worse - later in the afternoon when United Press International (UPI) reported what has been rumored ever since Attorney General John Ashcroft recused himself from the investigation into the "outing" as a CIA officer by "two senior administration officials" of Valerie Plame shortly after her husband, retired ambassador Joseph Wilson, had published an article in the New York Times charging that the administration knew that its reports of Saddam's alleged attempts to buy uranium yellowcake in Africa were bogus. Quoting "federal law-enforcement officials," UPI's intelligence correspondent Richard Sale reported on Thursday that the two main suspects were none other than Libby and Hannah. One official reportedly told Sale that Hannah was being advised "that he faces a real possibility of doing jail time" in order to pressure him to implicate higher-ups - presumably Libby, if not, perhaps, Cheney himself. A 1982 law makes deliberately revealing the identity of covert intelligence officers a felony punishable by as many as 10 years in prison. If either Hannah or Libby were officially named as suspects or actually indicted, the impact on Cheney's credibility and electability would be devastating. According to recent polls, Cheney's approval ratings, hovering around 20 percent, are already far below Bush's, which have themselves sunk below 50 percent for the first time in his presidency. Even Halliburton, whose public image has become so tarnished that it has launched a controversial television ad campaign to boost its image, last week listed Cheney's association to the company as a "risk factor" for its shareholders. Republicans in Congress, particularly on the intelligence and foreign relations committees, find themselves having to devote more time and political capital to defending the vice president, and even some influential Republican donors have privately suggested that Cheney bow out. Speculation about possible replacements - most recently, former New York mayor Rudy Giuliani (the Republican convention is in New York City, August 30 to September 2.) - is growing steadily. Of course, there's always another day.

Lawrence Eagleburger, a seasoned Bush counselor who held top State Department posts under George Bush Sr., is a director of Halliburton Corporation.

Halliburton's global network of investments includes projects in politically volatile areas including the Caspian Sea region. Dick Cheney was instrumental in negotiating a Caspian Sea pipeline for Chevron. The crude oil pipeline is a 900-mile project stretching from western Kazakhstan to the Black Sea that will primarily benefit Chevron by connecting the Tengiz oil field to the Black Sea port of Novorossiysk in Russia. Chevron, the largest oil company member of the Caspian Pipeline Consortium, holds a 55 percent ownership interest with the Republic of Kazakhstan in Tengizchevroil. The 40-year, $20 billion joint-venture company was formed in 1993 to develop the Tengiz field. Tengiz is one of the world’s largest oil fields with 6 to 9 billion barrels of recoverable oil.

The power of oil corporations such as ChevronTexaco over the communities they operate in, pollute, and repress, depends on access to financial, military and governmental power. They find that power by working in coordination with governmental leaders, military commanders and international financial institutions. These sources of power are concentrated in the industrialized countries, also referred to as the global North, coordinated by institutions such as the World Trade Organization (WTO), the U.S. Department of Defense, the World Bank and International Monetary Fund (IMF), and the Group of Eight industrialized nations (G-8).

CHEVRONTEXACO FUNDS USA*ENGAGE

USA*ENGAGE is a coalition of 670 corporations and pro-corporate organizations that lobbies against any restrictions to trade, especially international sanctions. USA*ENGAGE has fought for years against human rights- and democracy- based limits on corporate trade and investment, such as sanctions against military dictatorships and repressive regimes. Chevron and Texaco even busted sanctions against the racist Apartheid government of South Africa up through the 1980's.

The efforts of groups such as USA*ENGAGE would make it illegal for local, state or national governments to pass laws which considered international business practices, such as doing business with repressive governments, a criteria for government contracts.

For example, the National Free Trade Council (NFTC), of which ChevronTexaco is also a member, took the State of Massachusetts to court for passing a law, which declared that the State would not provide government contracts to companies doing business with the military dictatorship in Burma.

In 1999, the U.S. Supreme Court ruled against the State of Massachusetts's law and in favor of unrestrained "free trade." This ruling limits the ability of the people to use their elected government to support democracy. These precedents are exactly what are being promoted by the WTO-led global trade regime.

CHEVRONTEXACO SUPPORTS USA TRADE

The Fast Track to greater global inequality and less democracy, USA TRADE is a corporate lobbying effort that is currently being used to push for unreviewable, "Fast Track" trade negotiating authority to the President. "Fast Track" exempts the President from having trade negotiations reviewed, provision by provision, by Congress. Instead, Congress will only be able to vote up or down entire trade deals.

With "Fast Track" authority, corporations like ChevronTexaco will continue to sit on government trade advisory panels and will continue to review trade agreements like the Free Trade Area of the Americas (FTAA), while elected representatives of the public can not.

CHEVRONTEXACO'S PARTICIPATION IN SECRET MEETINGS - GLOBALIZATION WITHOUT DEMOCRACY

The World Bank and International Monetary Fund (IMF) are two major forces behind globalization. IMF rules have restructured the economies of more than 130 countries, and World Bank projects affect the lives of billions. Those countries most affected, in the global South, have the least say in their decisions, while behind the scenes the banks make plans in cooperation with Northern corporations.

For example, the Chad-Cameroon pipeline, a 620-mile oil pipeline being built by ExxonMobil, ChevronTexaco, and Petronas, is now the largest infrastructure project on the continent of Africa and was planned without regard for the concerns of affected communities. So far, the project has strengthened Chadian dictator Idriss Deby, funded new weapons purchases by his regime, and begun the pattern of displacement, disease and prostitution that has marked oil development in Africa.

The ChevronTexaco-led West African Gas Pipeline (WAGP) is another example of secret cooperation between international globalization institutions and major oil companies. The WAGP would take natural gas from the Niger Delta through Benin and Togo to be finally used in Ghana to fuel, primarily, toxic gold mining.

From 1996 to 1999, the World Bank funded initial studies of the project without ever consulting the communities that would be affected. In March 2000, the communities finally held their own consultation meeting, but despite their promises, officials from Chevron and the Nigerian National Petroleum Corporation did not attend.

Vice President Dick Cheney's White House panel on national energy policy had private meetings with executives of oil, natural gas, electricity, nuclear power and energy infrastructure companies. The panel made around 150 recommendations on areas ranging from refinery regulation to drilling in wilderness lands. Community groups have decried the panel and its meetings as an example of a private "oiligarchy" making public decisions, while Democrats have raised concerns that energy firms that donate to Republicans have had greater access than other firms.

Cheney refused to provide Congress with a list of private sector representatives who advised the panel. However, Cheney's close association with ChevronTexaco makes it exceedingly likely that ChevronTexaco interests were well represented on the panel. The panel endorsed the Chad-Cameroon Oil Pipeline, The West African Gas Pipeline, and Caspian Sea oil development, all key ChevronTexaco priorities.

GLOBAL DESTRUCTION - MEGA-MERGERS and MEGA-COVERUPS

The recent merger of Chevron and Texaco to form ChevronTexaco is typical of the consolidation of wealth and power that has been taking place in the oil industry. The US$100 billion merger makes ChevronTexaco the 2nd largest U.S.- based oil company, after ExxonMobil, and a significantly more powerful economic force than many of the national economies of the world.

Both corporations have been under pressure to clean up their acts from affected communities around the world ˜ be it indigenous peoples of Ecuador, Nigeria and Alaska on the frontline of extraction, or people living near refineries in Richmond, California. The consolidation of Chevron and Texaco's power makes it even harder to hold these companies accountable.

If Wouter Basson is innocent as the court found after his two-year long trial then the question is: "Who is responsible for the many human rights abuses for which he stood accused?" Jacklyn Cock reviews Liza Key’s documentary on the man known as "Doctor Death".


In 1986 I argued that South Africa was a terrorist state, meaning a state which relied on the spread of extreme fear to maintain its authority. However at the time we were not fully aware of the horror and extent of state terrorist tactics. But lethal injections, bodies thrown into the sea, interrogation in holes in the ground and under water torture are some of the horrors documented in Liza Key's film The Man Who Knows Too Much.

Key's research for this film took her on a two-year journey to former South African Defence Force camps in remote parts of Northern Namibia, on a 600 kilometer trip up the Skeleton Coast and to Pretoria where she spent many days in Pretoria's Supreme Court while the Wouter Basson trial unfolded.

As in A Question of Madness, her film on Dimitri Tsafendas, Key avoids the didactic and in an investigative, open-ended documentary style she raises difficult questions about collective an individual responsibility. CBS) Dr. Larry Ford was, by most accounts, a mild-mannered gynecologist in Irvine, California, a respected physician with an interest in AIDS research. The Senators both never acted on this, it was filed a year ago, of violations and there is nothing. The U.S. Attorney's Office within Illinois is also aware of these issues and the fact that someone operated a so-called "FLIGHT SCHOOL" in Palos Hills right under the nose of the police, FBI and other federal offices. I reported it and they claimed that the person was a great man, well thought of in the community. This great guy was arrested for the distribution and wholesale operation of bring Crystal Meth into the country to sell on Urban Streets in Black and poor communities over the US.

Then there is a massive issue of Child Sex Slavery whereby children ages 12- and up are being kidnapped and forced into prositution by those working under the Saud Royal House to steal them for profit and pleasure. I have reported this for over a year finally even Oparah covered this on her program but not the tie to the Saud Royal Family because they feed billions of dollars into the USA via business and charitable contributions.

The meat and potatoes of this story I had reported and still will because it is indeed a human rights violation and those within our government feel that the money trade is more important than the rights of children being exploded for the use of important men of business trips of those who have ties right back into the governments of the world. They are excluded from the law.

They can also use there public office and ties into Embassy's and Royal Houses as a means to commit murder and operate drug trafficking rings.

Then attempt to murder and harm the whistle blowers who attempt to report the truth, my commiting murderous acts against reporters which span over the last 5 decades. There civil right leaders are dead at there hands to cover up these deals of corruption. Yes, deals against the world and Humanity for money, property and sex with anyone they desire just like the time of Rome and the rites and practices of the then elite who also loss that right nation to the outcry of the poor and underclasses, who were they toys to use, enslave and rape. The people then were the Food of the false GODS then as we are here today.

They have created law upon law which is only for those under classes and they are excluded from criminal charges for they're crimes because they can add rider upon rider via executive order to use to cover they're tracks.

They have a man in the Whitehouse who is not legally in office because the constitution made to law allowing the Supreme Court the right to the first appointment therefore he was not a elected President and on the second term he had no right to run as a "Elected Canidate" because he was never elected to this office but appointed Illegally via the Courts which are hand picked by the office of the President is he elects him they are paid for my those who follow him, and therefore they will act as his agent. He was placed again in office illegally based on the law. But the same law can cause over 80% of the prisons in the US to have Black inmates whose cases are not being investigated because they are in the same trick bag, they get attorneys from a system which is paid for by those who violate our rights then place at the defendant hands a attorney tied back into the corrupt system.

In illinois you have Judges with they're brothers working as States Attorney's in the same court house which can cause conflict of interest, you have Judges whose wife by work within a very large law firm where by his wive law firm may be before him on a case. This is conflict of interest and the US Attorney is not available to look into these practices and unless this is handle more and more blacks and other people going into court will be violated because they are all involved in this corruption. Yes I called and reported this and they did nothing other than have spies come after me and my family because I had gone too far.

The Congress and the Senate need to review these issues but it will take all of us to write and complain about these issue not a few, all of us together because tommorrow they can come for you.

Preliminary Statement

These charges have been prepared prior to the first hearing of the Commission of Inquiry by its staff. They are based on direct and circumstantial evidence from public and private documents; official statements and admissions by the persons charged and others; eyewitness accounts; Commission investigations and witness interviews in Iraq, the Middle East and elsewhere during and after the bombing; photographs and video tape; expert analyses; commentary and interviews; media coverage, published reports and accounts gathered between December 1990 and May l991. Commission of Inquiry hearings will be held in key cities where evidence is available supporting, expanding, adding, contradicting, disproving or explaining these, or similar charges against the accused and others of whatever nationality. When evidence sufficient to sustain convictions of the accused or others is obtained and after demanding the production of documents from the U.S. government, and others, and requesting testimony from the accused, offering them a full opportunity to present any defense personally, or by counsel, the evidence will be presented to an International War Crimes Tribunal. The Tribunal will consider the evidence gathered, seek and examine whatever additional evidence it chooses and render its judgment on the charges, the evidence, and the law.

Background

Since World War I, the United Kingdom, France, and the United States have dominated the Arabian Peninsula and Gulf region and its oil resources. This has been accomplished by military conquest and coercion, economic control and exploitation, and through surrogate governments and their military forces. Thus, from 1953 to 1979 in the post World War II era, control over the region was exercised primarily through U.S. influence and control over the Gulf sheikdoms of Saudi Arabia and through the Shah of Iran. From 1953 to 1979 the Shah of Iran acted as a Pentagon/CIA surrogate to police the region. After the fall of the Shah and the seizure of U.S. Embassy hostages in Teheran, the U.S. provided military aid and assistance to Iraq, as did the USSR, Saudi Arabia, Kuwait and most of the Emirates, in its war with Iran. U.S. policy during that tragic eight year war, 1980 - 1988, is probably best summed up by the phrase, "we hope they kill each other."

Throughout the seventy-five year period from Britain's invasion of Iraq early in World War I to the destruction of Iraq in 1991 by U.S. air power, the United States and the United Kingdom demonstrated no concern for democratic values, human rights, social justice, or political and cultural integrity in the region, nor for stopping military aggression there. The U.S. supported the Shah of Iran for 25 years, selling him more than $20 billion of advanced military equipment between 1972 and 1978 alone. Throughout this period the Shah and his brutal secret police called SAVAK had one of the worst human rights records in the world. Then in the 1980s, the U.S. supported Iraq in its wrongful aggression against Iran, ignoring Iraq's own poor human rights record.[l]

When the Iraqi government nationalized the Iraqi Petroleum Company in 1972, the Nixon Administration embarked on a campaign to destabilize the Iraqi government. It was in the 1970s that the U.S. first armed and then abandoned the Kurdish people, costing tens of thousands of Kurdish lives. The U.S. manipulated the Kurds through CIA and other agencies to attack Iraq, intending to harass Iraq while maintaining Iranian supremacy at the cost of Kurdish lives without intending any benefit to the Kurdish people or an autonomous Kurdistan.[2]

The U.S. with close oil and other economic ties to Saudi Arabia and Kuwait has fully supported both governments despite the total absence of democratic institutions, their pervasive human rights violations and the infliction of cruel, inhuman and degrading punishments such as stoning to death for adultery and amputation of a hand for property offenses.

The U.S., sometimes alone among nations, supported Israel when it defied scores of UN resolutions concerning Palestinian rights, when it invaded Lebanon in a war which took tens of thousands of lives, and during its continuing occupation of southern Lebanon, the Golan Heights, the West Bank and Gaza.

The United States itself engaged in recent aggressions in violation of international law by invading Grenada in 1983, bombing Tripoli and Benghazi in Libya in 1986, financing the contra in Nicaragua, UNITA in southern Africa and supporting military dictatorships in Liberia, Chile, E1 Salvador, Guatemala, the Philippines, and many other places.
